NORBERTO M. NUKE, a Fellow (1975) and the 10th LIKHA AWARDEE (2009), is recognized for his distinguished accomplishments in service to country and community with professional excellence and ethics and his exceptional, multi-faceted career as Architect, Professor, Mentor, and Guardian, services delivered to country and community.

Ar. Nuke is one of the Founding Fathers who spearhead the integration of three disparate and conflicting organizations of architects — the League of Philippine Architects (LPA), Philippine Institute of Architects (PIA) and the Association of Philippine Government Architects (APGA) into the unity of architectural professionals. He served as a pillar of the United Architects of the Philippines during UAP’s most critical first year of existence and thru years, led the UAP as President of the constituted National Board of Directors composed of the Joint Boards of LPA, PIA and APGA. Together with other leaders, Nuke worked towards a stable alliance through the election of UAP’s First National Board of Directors. This leadership and resolve further contributed to the distinction attained by UAP as the first professional organization accredited by the Professional Regulation Commission.

Ar. Nuke’s innumerable contributions to UAP include the following: The establishment of the organizational system that made the UAP operational with the appointment of regional coordinators and committee chairperson across the country as access points for nationwide network of UAP; The mentorship of architects thru the UAP Professional Development Center to engender excellence; The creation of the Architect’s National Code 1979; The fruition of the By-Laws of the College of Fellows and its Implementing Rules and Regulations for policies, procedures and activities of the College of Fellows; The upgrading and updating of UAP Document 201 on Pre-Design Services, as to what constitutes the service, the manner of delivery and compensation for the services; The visionary guardianship as member of the Technical Panel, Advisory Council, Board of advisers; Consultant, or Lead Architect of large government policy-making bodies, i.e. the Department of Education, Culture and Sports, Construction Industry Authority of the Philippines, Department of Trade and Industry, Committees of the Metro Manila Commission.

The wealth of research works and manuscripts, published and unpublished, with topics ranging from ACE Module Series 1631; and the vital role in the timeless built architecture that is reflective of his technicalexpertise, his adherence to honesty of design and his passion for order and system, all skillfully woven into buildings, constructed in the country and the United States.He was awarded the Most Outstanding Technological Professional in Architecture by the Philippine Federation of Professional Associations of the Philippine Technological Council.
